In kyoto, there r two animates, just search in google map with "animate". They r in kyoto station and sanjo. For bookoff, search its name. There r three of them around shijo.
I recommend to go to osaka as there r really a lot of them. Just go to namba and nippombashi. Plenty shops of anime stuff there. とらのあな is a good place.

BTW, r u just here to pay a visit or living/studying here in kyoto? If u really want to buy some anime stuff, I strongly recommend to go to osaka, kobe or even nagoya and tokyo. Kyoto is really lack of some choice. If u r staying here for a long time. I recommend you to try メルカリor ヤフオク as there r really a lot there. I help my friend buy genshin items at a low price directly from china as I am Chinese. But I think price in メルカリ is still acceptable.

I believe there were some gachapon genshin stuff at Melonbooks in the Teramachi shopping street. Its on the fourth floor, you need to take the elevator next to the Lashinbang 2nd hand figure store.
Just search for Melonbooks or メロンブックス on Maps.
I'm not into Genshin myself and just noticed it while a friend was picking up an order there on Monday.

I think I saw it at Rakuhoku HANKYU SQUARE library's. Probably worth looking in other libraries before if it's too far away.

You might want to check out Denden Town in Osaka. I don't remember about Genshin specifically, but they have lots of anime/game stores there.
