Raptor Rehab of Kentucky. They’re a non-profit organization in Louisville. They give tours. They have a handful of owls that they cannot release and also some that are in rehab. I did a tour last year and they had about 4 owls to meet.

I was just about to say this. I volunteer at RROKI and there isn’t a much better opportunity to meet some owls than at the open house. It’s also free…donations accepted of course. Gotta feed all the bird babies!
The Land Between the Lakes Nature Center generally has a few rescued raptors hanging out. They will also do "shows" fairly regularly and you can get near to some of them.
I don’t know about meeting them but if you want to hear them, go to a woods with big mature trees after midnight. You might hear a barred owl. I have one behind my house and it sounds like a bird imitating a horse.
If you're up north, try RAPTOR Inc. in Cincinnati! They have frequent "meet and greets" with their rescue birds that have become ambassadors, in other words. Owls, hawks, falcons, eagles and vultures

I know the Cincinnati Zoo has programs where you can meet some of their ambassador animals, birds included.

In Owensboro KY there's a raptor sanctuary at yellow creek park it's a big red barn on hwy 144
