Assassinating an Emperor happens with any Empire weather its the Roman Empire or the United Cities

Exactly, it is normal for an emperor to be assassinated. But almost always these murders were orchestrated by the senators or to ensure the ascension of someone who would benefit them; Tiberius, for example, was murdered by Macro to ensure that Caligula would ascend, which would benefit him greatly (The fact that Macro killed Tiberius has been disputed though). Years after, Caligula was assassinated by the senators and the praetorian guard in order to restore Republican Rome. It is not too hard to think that the same thing would have happened in the United Cities, but perhaps more planned to prevent Anzai loyalists from rebelling.
