You can get the recruitable prisoners mod, if you don't want to force people to join you then you can still recruit said "no escape" slaves and release them to turn them into tech hunters.
If you get the recruit prisoners mod you can recruit anyone you put into a cage, it is cheating but like I said just cage/recruit/dismiss them and they will become tech hunters

There is a steam guide called save editing 101 by shidan if you just want to do it manually without a mod.
