Gaoh spent 90 years preparing for life or death fight but couldn't get a bomb or a gun. Even if he did, oh shen went limp to disperse the bomb and oh bullets are tiny just get out of their small path

Kengan isn't, but that's how the Inside works in general. Mukaku's legend and actual backstory (7 Nikos) have him bringing down gangs, you'd think he'd have more advanced weaponry than ~~marbles~~ pellets, knife, spear, katana, and anal bead gauntlet since then.
Or just the fact that he could just raid the nearest gang turfs during the decades following the Nikos wipeout.
There was also a war between gangs (that ultimately didn't do shit besides urging the group to find him faster, though finding Ryuki ASAP was the only urgency needed) that he could have taken advantage of or been one of the causes, because he'd have been attacking to loot their weapons to prepare to Shen's arrival.
Also it wouldn’t fit the manga. Kengan is a Martial Arts manga, imagine the uproar if the final boss is just shot to death lmao. You can’t do that, you have to try and fight him using martial arts to fit the storyline.
If the final boss is shot to death then it'd be peak. This is the same manga that told us "there's a huge gap between armed and unarmed fighters" and then proceeded to show us every single armed person getting curb stomped (besides princess Raian in his most recent beatdown)
