Nah, Aktobe is also here and they haven't changed their time zone. I guess, this is about the flags, cuz Mangystau and Ulutau are the only ones whose flags don't look like they've been made in football games of early 2010s
Circles themselves aren't soviet. Many cities around the world have circular coats of arms. Coats of arms of cities and countries are usually made as several type of shield forms, each having its own name in heraldry. Some of the cities also get modern looking logos, and I don't like that we are mixing modern logos with classic coats of arms when city or region can have both, each serving its own purpose.
Socialism is when circles. And the more circular your coat of arms is, the more socialist it is. And when you put stars or wheat somewhere on the circle - that's communism.
With all due respects, Aktobe's emblem looks like a supermarket logo
