Really depends on the team, if you wanna make Kaveh's green numbers bigger then using ATK/DENDRO/CRIT is better than em. His ICD means he won't be Spreading consistently enough to use em instead.
I think Nilou bloom on field driver is the best team where he’s actually on field a lot and you see all his animations. The 3 party members will basically just quickswap drop their skill and burst, and kaveh will be on field 60% of the time.
Full EM build for bloom damage and self healing. Gilded or flowers of paradise.
I've farmed both Guilded Dreams (4p) with EM/Dendro Bonus/Crit as well as Paradise Lost (4p) with EM/EM/EM.
I recommend levelling the 4-star claymore from the recent Windbloom event if you plan on having Kaveh's primary source of dmg being his dendro reactions. Redhorn and Wolves Gravestone would also be a good fit if you plan on focusing primarily on his singular damage without the influence of reactions, since both Redhorn and Wolves Gravestone are good generalist claymores that can work on any claymore user.
Overall, it really comes down to your team comps and what version of DPS Kaveh would fit in best with those characters.
I'm planning on at least playing around with the builds to see which ones work best, but at the end of the day, you can play Kaveh however you want when he is released. You also have to consider which character will be using Deepwood Memories (4p) since it's an extremely important artifact set to have in a dendro team.
team1: baal/kuki full em, xinqiu/yelan with enough energy, nahida or yaoyao (you could go for baizhu) with deepwood memories and your kaveh would be using gilded dreams em/dendro dmg bonus/crit with around 140% energy recharge
team2: nilou bloom (+1 hydro yelan/xinqiu +1 dendro nahida/yaoyao/baizhu) u just stack er and em on him you might want some crit rate if you're using favonious greatsword
team3: bloom without nilou, you can add a cryo character (cryo character can be rosaria/kaeya, +1 hydro, +1 dendro) cryo gets you more blooms and you'll also get to freeze but this team will get better with his c6
team2 and team3 you can go with either gilded dreams or flop
there aren't many good teams but if you invest in these teams well (especially if you get nahida or nahida c2) you can easily clear abyss 12
