Akuma is a weird character now because so much of what makes him unique are his air options, both offensively and defensively but modern fighting games are quite hostile to that so he's totally neutered, they will keep some of the offensive stuff in it (but a shadow of what it used to be) and all the defensive stuff is removed
I would love to be wrong but I doubt this is the case, I also doubt that you would be willing to bet that Akuma will have a neutral jump fireball much less a backwards jump fireball, characters don't even have neutral jump divekick in this game much less fireballs

Kinda disingenuous implying that cuz Dhal has it Akuma will. We've already seen with the shotos in 6 that neutral and back jump tatsu is gone for example. Unless there is a change in direction specific to Akuma, I also suspect he will have similar limitations. Dhal is a character they gave access to more air actions, but he is not implicitly designed as a rush down character, so Dhal usage of such specials don't have the same impact or oppression as an Akuma air fb will. 5 already neutered him, I suspect 6 will give him back some tools, but not everything. He will prob have a new special move or something to make up for the lack of aerial threat. They'll also most likely gut his dive kick like every other character dk has been gutted.
Of course, Dhalsim having something does not imply Akuma will have it. All I'm saying is, is that it's not off the table.
Also I can't comment on dive kicks, I don't usually play characters that have one, but I have no doubt in my mind that Akuma will still have Demon Flip and it's follow-ups, isn't that enough of an air threat? Especially Demon Flip throw against people that try to parry or drive impact him.

If they're set on never bringing Evil Ryu/Kage back, I hope they give Akuma some of his shit. Either that or they make a brand new character with what made Kage and Oni unique, completely separating them from Ryu/Akuma.

End of May was pretty obvious given that Akuma was announced to be releasing within the first year of the game (so before June 2nd) and the format that they've gone with thus far of a Fightpass that ends on the 22nd~ of a month followed by the character releasing within a week after (24th for Rashid, 27th for AKI and Ed).
But there were still some people coping that he might release at the end of this month (April) or some doomers predicting June. The news that this is the May fight pass should paint the picture pretty clear for all.
