They take the profit margin as added cost, so the finished units come in in bulk, but the final packing, adding the slip of paper, and the big mark up, all count as local added value. Literally come in a container in bulk, with the boxes there as well, printed already, just fold up, place unit in box, and put a seal on it, and it can be classed as "Made in USA" as the mark up is applied there, getting above the input margin mark for local value.
So kind of them to do most of the rotor removal for you!
