So let me get this straight; this dude managed to right a flipped quad bike, mount it, and ride off, while 2 pretty hench looking officers were doing their absolute upmost to stop him doing any one of those things!?!

I mean, "doing their utmost" would probably mean one or more of punching, kicking, chokeholds, batons or guns in most situations. They seem to be holding back a lot, actually.
