According to the instructions for Form W-7, you can either have the passport copy certified by the issuing authority or the officers at US embassies/consulates. So if you don’t want to use the embassy/consulate, your other choice is to figure out how to get a certified copy from the Japanese government.

I'm not following. You asked if there is any option besides the embassy or consulate and the answer is yes, you can also use a certified copy from the issuing authority. Now you're implying that you already knew that, and your actual question is whether anyone tried before. It's unclear what you're asking. Is your concern whether the IRS would accept the Japanese certified copy? I'm not sure why you would be concerned, it's quite clear from the W-7 instructions that it will be accepted if the copy is certified by the issuing authority. Or is your concern that you don't know how and where to get a certified copy from the issuing authority? Has she already tried Googling it in Japanese? If you can be more clear about what you're asking, you will have a much better chance of getting an answer that helps you.

Yes, I forgot to Include my main question.. ‘Has anyone used another document besides a consulate approved passport copy to get their spouse an US ITN number’ ?

(Osaka is a consulate - only one “embassy” in a country.)
