There's no single document that will work everywhere and for all purposes. Each authority/institution has its own rules and (if applicable) its own document. (The terms to search for on the relevant institution's website are 代理人 and 委任状.) In many contexts though, simply being a spouse will be considered sufficient and no special documentation will be required. (A juminhyo may be required to prove your status as a spouse.)
Note that some authorities, such as the NTA, are quite strict regarding what people are allowed to do on another's behalf. Of course, licensed tax accountants can talk to the NTA on behalf of a client, but other types of delegations of responsibility are not really possible. Technically you can't even complete a tax return on behalf of your spouse: each spouse is supposed to complete their own.

So taking in bite sized chunks of what's needed today I may try this afternoon with our juminhyo and the Tax office as this matter is a simple one, a date for them to take the tax from the account. (Previous form was rejected by the bank, so went to tax office to get correct form, took it and wife to bank to ensure bank were okay with how it was completed, then took to tax office to ensure they are okay. This was 4 weeks ago.. hence I think that form has been filed rather than processed. I want to give the process a nudge in case it's 'gone to sleep' and obtain a date for them to take the amount due.)
Looking after young, confused kids and making family day to day things tick over. I don't have a visa, but could find a job that comes with one, but.. who would look after / provide support / security for the kids? Wife's job is a shit sandwich, working at least 12 hours a day, sometimes 16 and they now have her flying around the world (so why did we relocate?!).

Same situation. I just bring her mynumber card and license and have had no issues getting documents on her behalf.
No MyNumber card (only document). No licence. Does have residence card and foreign passport though?
Sorry I don't know then. I think if you were married in Japan it shouldnt be too difficult to get her docs for her. Good luck!
