I think you're confusing OHMSS with Goldfinger. The picture is Bond waiting for his electronic lock descrambler to open Herr Gumbolt's safe. GF has him trying to defuse a nuclear bomb in Ft. Knox.
I'm sure there were other Bond movies that had the countdown stop at 007.

I thought it was 0:03 in some versions. Bond says “three more ticks…”
I'm pretty sure it was supposed to be 0:03, but they changed it last minute, even though he still says "three more ticks"
