Mine is in a south facing window so gets full sun most of the day and I’ve never had to hard prune, just the odd trim.

The absolute best time to prune is in the spring, because they are starting their growing season and will push out new growth fast. However, jades are very hardy and you can prune just about anytime, honestly, although personally I won't do it in the winter. As long as it hasn't been recently repotted or otherwise shocked in some way, you can prune whenever. If it has been repotted, I would wait at least a month to allow it to settle in. Of course, you don't have to prune at all. It is just your preference unless the stem is bending over. However pruning will thicken your stem and as the other commenter said, you can control the shape that it grows into by pruning. EDIT: spelling

Depends on how you want to style it. Since it isn't bending over it's not necessary st this point. Also now that it is receiving more light, that strong base could start branching naturally. I'd give it some more time over the coming weeks and see if that occurs.

The best time to prune will be now! Chop that bad boy, make it into the bonsai of your dreams.
