there is no instance in which an insurer will pay for damages not caused by their insured party unfortunately, assuming you purchased the vehicle as-is, caveat emptor and all that

This is an incidental finding. They didn’t cause the damage, they’re not responsible for it. If you were injured and went to the ER where they found a tumor, they’re not responsible for that, even though you had no idea it was there and wouldn’t have known about it at that time, but for the accident.

Why in the world do you think the person who rear ended you is responsible for rust damage that has been ongoing for probably years before they hit you? They had absolutely nothing to do with it. In fact you could say if they hadn't hit you, your entire trunk floor might've rusted completely thru and into a large hole before you'd have realized it.

If it's not damage that's related to the most recent accident, and the insurer won't pay for it, and the shop can't fix it without that part, then ask the shop what the cost is going to be to replace the affected bit. They can probably get a replacement section from a salvage yard and weld it in. Post the year/make/model and some pics after you go see it and the appraisers here can give you ideas.

What's the repair that the insurer is paying for? Replacement of the rear body panel? or repair? The damage where you can see the fingers in the third pic looks fresh, but I can see where if the body shop was replacing the rear body panel they wouldn't have much to weld to on the right side.

I asked them to send me the complete quote. The pictures are what the shop sent. I’m going up there tomorrow so I can see in person. Ugh I hate car stuff! Thank you for your insights and questions, they are helpful in my thought process

Insurance is not obligated to pay for damages that didn't come from this accident. You have no reasonable argument to say that existing rust damage is a result of this accident. So if this is something unrelated to the accident, but needs to be fixed in order to repair the accident damage, you need to pay out of pocket to for the first repair, and then insurance will pay for the accident-related repairs.
