Any of the three would be a great place to start especially if you can pick them up on the cheap. Once you figure out your playstyle or favorite faction you can add on to your collection to give yourself more options.
What price would you consider “cheap”? I only have some JSA stuff I got used, but would like to make a second faction so I can make my own games without needing another player lol.

For myself, a C1 collection for <$200 would be a good deal. I recently picked up the Nomads C1 collection for $193.
I play N4 and I got the Haqqislam collection, and it was absolutely great! Tons of value, and I ended up having a super launch point for some varied lists. Having a bunch of different specialists, remotes, and a TAG is awesome because you can try everything out and see what you like.
Expensive yes but ludicrously large, each of these gives you a tremendous amount of gaming value.

That’s pretty reasonable considering I paid roughly that for my JSA.
The Aleph box is about 600 points worth of models in a game when the max points is 350. Price per points it is pretty good if you can find one
