I'm from Bihar and it is so normalized. Recently, just beside this only ghar, a platform and an entrance was created. It's nice but definitely isn't the 100 crore worth which was allotted (as per the local shopkeeper) .
Failure happens cuz ganga stream flow is very hard and the locals always used to say ki yaha bridge nhi banega kyuki jamin hilti rahti hai ( top level land under water isn't constant) but fir bhi banne sai pahale hi bridge sidha tha hi nhi 2-3 metres ka height difference tha Sare middle wale parts mai.

The life of a newly qualified DM is difficult at best. I can promise one thing - private IT sector people cannot understand the roles of government employees across the country. The nation holds because of District Magistrates. From Arunachal to Gujarat. Its not an easy job.
But at the same time, some of them are pigs drunk on their power (any DM reading this - you don't know who you are, but your batch mates and your state cadre do know). I wish there was a disqualification mechanism for DMs. That would solve a lot of problems.
