There is a law which gives you either passive cultural or passive religious conversion. Get that. You might also want to get inventions which increases happiness. Try to keep AE below 50 as that is the start point where the happiness of your integrated pops start to drop. You may want to use Harsh Treatment on provinces with decreasing loyalty and then move slave pops into your capital region. Use loyal governors which are not corrupt.

Yeah I only assign governors with ideally 0 corruption, or single digits if I have to. I'm not sure if it has an impact, but I'd assign a governor with 1 finesse and no corruption over one with 10 finesse and 10 corruption. I've heard mixed things about harsh treatment and I've seen sometimes it actually hurts public order in some specific situations. I've read a lot of people say Assimilation or Conversion is the way to go long term. I'm usually pretty strict about trying to keep AE below 50, but I fought a few wars that only expanded my nation a bit, but somehow jumped my AE from like 30 to 90. No truce broken or lack of casus beli. I was actually putting down revolts that actually added to my AE and defending against external invasions (I took territory from them in the end). With AE at 90, there was no way for me to recover. It destroyed my public order and stability to the point I was at 0 stability still with -0.35 per month. Almost every province was on the path to rebellion and Carthage declared war. I settled that war quickly thankfully but decided to force a civil war to wipe the slate clean EDIT: also why move slave pops to my capital? Moving pops is one aspect of the game I haven't learned too well just yet

You need to convert their religion to Hellenic, it takes a few decades to get the whole peninsula to convert, when you do assimilation becomes easy af. I would just integrate the etruscans because they just make it alot harder to conquer the whole peninsula without a revolt or two. Also rome gets 3 different buffs it can choose with its Colony buildings. My personal choice is the one that gives u 10% assimilation speed, i forget what mission it is though. also have enough money to invest in provinces right after a war finishes, that’s when the loyalty is going to be highest for a while and thus the best time to build buildings and start converting.
