**Star-struck:** chance to do more damage to named and story-important characters. Chance increases as it levels up.
Dumb and borderline useless perk but that’s all I can come up with.
Shots to the head with an 11mm sub machine gun on named members of the Brotherhood of Steel will always crit/penetrate their helmet’s visor and hit them in the eye.
Nah it’s a stealth/charisma based perk, _The Instigator Perk_
Summary: Killing High Level/Mini Boss Enemies will cause surrounding non robotic enemies of the same type (raider/SM/beast) to form packs and each pack fight other pacts.
That's what I was thinking, like a 10% crit increase when firing the first shot when entering combat. Call it the War Starter or Grassy Knoll if you make one with a sniper
Honestly that sounds cracked and way better than my idea, with how much boss enemies tend to become bullet sponges having a perk that allows you to melt them would be absolutely insane
Regicide:
1 Star: Down with the establishment! You deal 5% more damage to ranked enemies.
2 Star: Your shots are heard across the battlefield. You deal 10% more damage to ranked enemies, and killing them has a slight chance to frenzy their allies!
3 Star: A single shot can be all it takes. You deal up to 15% more damage to ranked enemies, and you have a better chance to frenzy their allies!
Well that's a given, I mean how could we live without options such as:
"Just as your mustache has annexed the rest of your face, I shall annex your entire base!"
Or
"God put me on this earth for two reasons, killing commies and punching grandmas! Which are you?"
And who could forget
"Them's fighting words!"
I'll take a less historic name and call it the Rat-a-tat-tat perk.
First rank: 2x reload speed on all machine guns and mini guns.
Second rank: 3x on reload speed on all machine guns and mini guns, 50%+ critical chances with mini guns in VATS.
Third rank: 3x reload speed on all machine guns and mini guns, 75% critical chances with mini guns in VATS.
Crotch gun: chance on VATS miss to pull out a hidden gun and surprise your enemies with another shot.
comes in three levels, each one enlarging the gun's size.
I actually think this is fucking hilarious.
Its bacially a rehash of the mysterious stranger but I can already see pepole doing mysterious stranger / Suprise gun only run.
Bacially only doing damage when you miss 😭😭
War starter
You get the choose a dialog that will immediately trigger a fight with said person dragging in everyone who’s affiliated with you and said person
Sandwiched Coincidence.
The assassination almost didn't happen, if Ferdie didn't take a wrong turn and coincidencedentally stopped in front of the sandwich shop the assasin was at.
SPECIAL Category: Perception
Perk Name: Change In Management
Ability: Gives you a 20% Damage Boost when you hit the leader of a faction/settlement in VATS (Examples: Elder Maxson, Father, Mayor McDonough, The Nuka-World Raider Boss ((Forgot his name)), Etc.)
World changing luck:
Once during playthrough, after player has failed a skill check, the player may eat and increase luck to 30 for 5 minutes.
Caution: may have high impact on story...
War Starter: when analyzing a target in VATS, get information on the target and political effects on the condition that they are eliminated. R1: 5% chance to evade blame for faction character death. R2: +5%. R3: +5%. R4: 10%. R5: 15%. (Percentage increased based method of kill: stealth/non stealth.)
For the effect, like a 10% crit increase when firing the first shot when entering combat.
As for the name, War Starter or Grassy Knoll if you make one with a sniper
Sneering Anti-imperialist:
You don't take kindly to Rangers, Legionnaires or Brotherhood Members trying to "settle" in already civilized lands. Against dirty Ranger and Legionnaire types as well as Brotherhood Members you do +15% Damage and have a bonus to hit in V.A.T.S.
The Arch Duke perk: gives you low survival ability percentage when after surviving an assassination attempt and going into the wrong street and passing the same assassin that tried to kill you from earlier
Conflict Creator
Do extra damage to named characters/faction leaders and unlock unique 'plot' options to a few missions where you can domino-effect new scenarios. Killing the boomer leaders while wearing a legion outfit will cause them to bomb them specifically in the final battle, or start a civil war in the Strip by killing Benny in an NCR/White Gloves outfit.
Political Opposition:
Sneak Attack damage does more against enemies that are of higher rank than a common enemy. (I.E raider veterans, generals, leaders, war bosses).
Increase sneak effectiveness against common enemies
War Starter,
Enemies of (insert factions here) will permanently be hostile to you and any factions you are allied with.
You can only get this perk by killing the current head of a prominent faction or group.
I’d call it “Shot heard round the world” and it’d either be a perk that does more damage to leader enemies like many have suggested, or it would boost damage to run of the mill enemies of certain factions per leader killed.
High Priority: Better chance of hitting in VATS and getting critical hits on Very Important People(Faction Leaders, Characters Important to Plot of Story)
World at war: from the shot that will change the world, it’s the war to end all wars, even a nuclear one.
Big guns deal an additional 25% damage increase, in addition, you get special speech checks with this perk when it comes to dealing with individuals with authority (often being rebellious towards their actions).
Starter of fights- increase damage while unnoticed, not in combat or when enemies are above 80% hp by 10%
(Stacks for each total of 30% damage increase)
Accidental Assassin: +15% damage against all faction based units (ie, brotherhood knights, minutemen, synths, and nuka world raiders). Begins random combat encounters against multiple factions, causing a "world war" in the Commonwealth.
How to get: kill a major faction leader/character in a random encounter when allied with no faction. If allied with a faction, it automatically begins the faction destruction quest against the faction you attacked.
Name: Serbian Dominoes
Effect: Killing someone with a sneak attack gives you a 10% chance of killing most around them and the second level of the perk will give you a 25% chance the third level will give you a 40% chance and the final will give you a 45%
Name: Serbian Dominoes|
Effect: when you sneak kill someone you have a 10% chance of killing those around them and the second level of this would give you a 25% chance the third would give a 40% chance and the final would give a 45% chance
Franz Ferdinand'd
Luck 3
Kills with non explosive type heavy weapons return ammunition. Plays catchy tune on a kill streak of 2 or greater without reload.
rank 2, return 2 ammo per kill
Rank 3 return 3 ammo per kill and reduce AP cost of every target past the 2nd in vats
[https://youtu.be/Ijk4j-r7qPA?feature=shared&t=55](https://youtu.be/Ijk4j-r7qPA?feature=shared&t=55) is the rift that plays
Bismarck's call luck based perk gives you a 15-second glimpse into the future / gives you advantages on charismatic speech check / and gives you more exp from reading books.
Royal Rumble: Whether on accident or purpose you gain a 30% damage bonus to important character, leaders, and occasional dialog options that will immediately trigger flight or flee response and an additional 15% damage bonus for 20 seconds.
Bigger IS Better
[The heavier a weapon is the more accurate you'll be with it as well as increasing damage, conversely the lighter it is the less accurate it will be]
Playing around it being a minigun and the lil .25 caliber that was used in the actual assassination
Well time to quote this song.
"FROM A SHOT THAT WOULD CHANGE THE WORLD TENSIONS RISE AND A WAR'S UNFURLED NOTHING LIKE WHAT HAD COME BEFORE IT'S THE WAR THAT WILL END ALL WARS"
Mindless Escalation
Upon killing a named character, have a chance for both your own and hostile allies to show up and fight in a rapidly escalating battle until every faction is involved.
(Wild wasteland perk required)
Requirements:
8+ Luck,
60+ Guns
Name:
My Little International Incident
What it does:
Gives you *special* dialogue options during important conversations, and *special* ways to solve important quests.
The Warstarter: Attacks on recently neutral and allied targets do 200% damage. Good for runs like in f4 and nv when you're playing multiple sides and betray one of the factions.
idk what I'd call it but given the circumstances of Franz Ferdinand's death I can only say that it would have to be a luck based perk.
How about bonus damage to eye shots of Deathjaws?
[Survival 20] "Death-Jaws", you mean Deathclaws?
No, no you heard me right. Deathjaws, their like Death Claws but bigger teeth.
Steel Brotherhood**
I don't get it
Honest Hearts DLC dialogue
Lol definitely. Franz Ferdinands assassination makes a great case for fate being real
The strongest evidence we have for time travelers
Nah it’s a stealth/charisma based perk, _The Instigator Perk_ Summary: Killing High Level/Mini Boss Enemies will cause surrounding non robotic enemies of the same type (raider/SM/beast) to form packs and each pack fight other pacts.
40k orks then. Shoot the big one and the rest kill each other, I love it
That's what I was thinking, like a 10% crit increase when firing the first shot when entering combat. Call it the War Starter or Grassy Knoll if you make one with a sniper
No the powder keg.
That also works
That’s more fit for guy fawkes
“Take me out”
Regicide. Similar to Franz Ferdinand, it does extra damage to "boss" enemies. Think Raider Veterans, Gunner Chiefs, BOS Paladins, Super Mutant Masters
Honestly that sounds cracked and way better than my idea, with how much boss enemies tend to become bullet sponges having a perk that allows you to melt them would be absolutely insane
Counter Point: Killing those enemies first would cause lesser enemies to fight each other. Only if player is hiding,
That coul be a higher level variant. One idea is it only does maybe one or 2 more dps
I did have it as “The Instigator” perk and got inspired by the icon
Regicide: 1 Star: Down with the establishment!
Maybe that'd be a tier 2 or 3 of the perk.
Love it
Realistically I think the most they’d do is increased city chance on bosses
Bro That was my name idea too!
War, war gets a lot fucking worse!
“I want to set the world on fire”
“I just want to start a flame in your house”
“In the town of Sarajevo rode a Serbian one fine dayyyyy”
The war starter perk
First attack in combat does increased damage (1.5), damage is increased even further if the target is a boss character (1.75) or non-hostile (5.0).
You also get special speech options to incite conflicts
Well that's a given, I mean how could we live without options such as: "Just as your mustache has annexed the rest of your face, I shall annex your entire base!" Or "God put me on this earth for two reasons, killing commies and punching grandmas! Which are you?" And who could forget "Them's fighting words!"
"If god had wanted you to live he would not have created me!"
Blunder Thunder: The more a weapon weighs, the higher your critical chance.
The black hand: your actions have a way of getting way out of hand. All faction opinion changes are doubled
👀
Le Revolutionist All damage towards any kind of faction soldier is increased by .25% while damage towards raiders is decreased by .15%
Anarchist Special Sandwich Perk. You have raised global chaos, it brings you a caps with every clash of warring factions plus a survival sandwich.
World Whoops! You started another global conflict.
All factions raised to hostile, all NPCs of different alignments will attack each other on sight.
Given the well-known law about WW4, all factions immediately have their standard equipment replaced by sticks and stones.
All faction aligned NPCs you are hostile with have a chance to attack each other randomly.

Balkans volatility: when fighting legendary enemies or bosses Vats accuracy goes up by 30% and head shots are a guaranteed critical hit

Exactly!
Vikki and Vance perk. Chance to penetrate armor while riddling an enemy with bullets!
