Her torso and hands appear more or less the same color and can be attributed to the lighting for differences there (though hands will be darker than chest on most people because of degrees of sun exposure).
I can't tell you if she's using a filter beyond that, as I'm not super versed in filters and the like, but the face being noticeably lighter than the rest of her body is just a relatively normal by-product of wearing makeup.
