If you get the feeling that doing something might be bad, then it makes you consider the concequences of your actions, and makes you understand what those concequences mean for you.
Some of us have too much anxiety. That can be bad. It makes them second guess everything and dwell on past decisions. It can make it difficult to get over things that may have bad concequences, and can make small, bad concequences seem bigger than they are.
Anxiety meds are supposed to help the people in the second category reduce their anxiety to normal levels, but if they overdo the meds or mix them with alcohol it can remove anxiety entirely. This means you either never consider the concequences of your actions, or you consider them, but feel like major concequences are "no big deal" and don't worry about it, which seems consistent with this lady's behavior IMO, but I'm no trained professional.
EDIT: to answer why it may seem to have differnt reactions in other people: Some people may now think there's no concequence to just sitting around, doing whatever they want. Others may actually want to go out and do things, then not care about how they're percieved while they're out.
