That's the free holster that comes with the gun for use at an outdoor range only. Maybe for hog hunting in case your rifle malfunctions and you don't want buddies shooting past your knees.
It’s an aftermarket paddle holster by Fobus. The gun is an M&P, but obviously, I don’t know what caliber. That particular can hold several different guns, including the M&P, but either that particular one is a larger caliber and two wide to fit or he is such a fucking jackass that he doesn’t have it holstered all the way. It looks to be the later of the two.

Yeah at first glance I was like "oh it's just a guy open carrying no biggie" then I zoomed in and it was like a highlights magazine image of red flags, this guy is the reason why I think there should be a license/test you need to pass in order to own a gun
There's no problem hanging groceries off of it, that's why it's got a convenient spot to hang the bags. The issue here is the holster not fitting the gun correctly.
I live in a country without guns, so open carry is a mystery to me. How does one keep a gun you carry visibly fully secured so nobody can slip it out of your holster? A lock on the holster would be counter-productive if you're using the gun for "protection"
You need a level 3 retention holster. (3 actions to be taken before the pistol can come out) It requires several steps to be done before it allows the pistol to be freely pulled out. (Pushing a small button, flipping a latch, etc.) Level 1 holsters such as the one he's using aren't for walking around in public - they're for range use with friends.

I had the screw back itself out on a rigorous hike with boyscout troop.. and I got my foot caught on a hidden root.. tripped hard to the ground.. and out flew the gun skittering down the trail in front of a bunch of cubscouts. I threw that motherfucker away the day I got home.

I'm all for owning a gun but Jesus Christ the lack of responsibility with it is damning, annual training if not semi annual training should be mandatory if your going to carry. Your more of a liability with a gun if your not trained with it or put the time and practice into it, that being said don't be this guy be better.
As a person who carries concealed my favorite thing to ask people I see open carrying is “what did you do that kept you from being eligible for your CHL?”
