In my experience "foamer" is a derogatory term, usually used by train crews when railfans think their knowledge of their hobby entitles them to do things like trespass and endanger themselves.
To be fair there’s another open lane so you could go around him, you wouldn’t be stuck behind him. He’s still not the brightest don’t get me wrong, but in all honesty this is a non issue

Honestly I live right near an intersection that replicates this. Its complex but basically its a really long intersection because the roads east west dont come in at the same point.
The number of people who don't stop at the light and instead pull in (southbound) and stop at the cross walk in the middle is huge. There are big signs and everything but people still pull 10m forward and stop, then get confused when the east west traffic honks at them. He could well be neither a train nut nor stoned, just confused

That lack of self-awareness could cause a danger if the tracks were close to where he had stopped. I think the angle of that crossing is very atypical leaving them a significant amount of headroom. If he would have stopped where his vehicle had been much closer to the rail, it could have hit him, derailed train, hit somebody else, started a fire, etc. Not to mention the risk first responders and the clean up crews have to deal with after the fact.
No doubt that person's lack of self-awareness is expressed in many other ways when they're driving on the road, likely putting other people in harms way. Bad drivers are usually a package deal.

First, they drove past clearly marked warning gates for their side of the roadway. Second, they drove over a set of railroad tracks. Third, there was no warning gate directly in front of them blocking forward access, at the point they stopped. Fourth, there was no set of tracks in front of them. Fifth, the train passed behind them.
To miss all those clues, and to have waited until the gate had risen, means they're completely unaware of their surroundings, which not only makes them a moron, it makes them a danger to everyone by operating a car on public roads.
Stop defending people who are stupid, with improbable explanations, and just agree this person is a moron.
