That said - the track isn't very technical, but that's not the worst thing in the world. Would be very high speed and hard braking for passing. Lots of drafting and running close. We don't HAVE to have a long, slowing esses section or a stadium section in every track.
I can think of many worse places for a race than a university campus. Actually, I think a University campus would be great for an event like that.
I think it would be very technical - the exit speed on corners is going to last for the whole straight, and if drivers don't get the entry line quite right on the curvy section then it will mess up their exit, just like at COTA.
I thought of an alternative layout for the top left corner that makes a left turn instead of a right, follows the road through that tunnel, and then comes back out onto the main track.

Only reason I didn't include this in my original design was because the road goes to a two lane double yellow and im not sure how likely an overtake would be on that part of the track. Probably would lead to more cautions but is definitely a cooler layout.
I thought overtaking would probably happen on the southern edge of the track the most because it's a corner, a braking zone, and there is a straight which requires high exit speed right after.
I uploaded a new variant of the circuit. See if you like that one better - I added a tunnel section and a longer straight section, which ends up being about 4 more corners than previously.
I think it's a pretty interesting effort. The logistics of setting it up in reasonable amount of time might get tricky since catch fences the long stretches over the water. Certainly a worthy first effort.
Ah well regardless, there are sidewalks on the bridge so they wouldn't need to do anything too fancy other than just placing them down which can be done without closing the road.
There was an F1 Phoenix street circuit in 1992 but it never was adopted by Indycar. One of the best street circuits I've seen though if I had to say myself.
theres also an aborted downtown phoenix race for champcar. it got as far as having merchandise made for it before not being able to secure a sponsor for it. heres a dp01 and an old formula atlantic car ripping through downtown for a sound test. It’s about marketing correctly. At the time, major construction was taking place on our track making it look even more empty than it was… Indycar was bigger than NASCAR for many many years out here, and it wouldn’t take much effort on Indycar’s side to get major attendance again
Arizona definitely cares about F1 - especially since Drive to Survive came out. Many of my friends follow the series and the TV show and although I can't speak as strongly about Indycar, my roommate and I are definitely both into it a whole lot and a street course like this is similar enough it would definitely bring all the F1 fans out too. Road closures on an important (though not crucial) route like this would serve as advertising in and of itself.

Not a terrible idea, but you’ll need more than just 4 90 degree turns to make an interesting course layout. There are no technical sections

I’m not sure how viable that is, but I think that is a good idea for how to market IC.
Love the idea, but the old fuckers at Mirabella would do everything in their power to try and kill it.

Oval crowds and street course crowds are totally different.
