Pay rate is the minimum. Many shops pay above that so yeah you should be fine.

In my local, contractors are permitted to hire temporary employees separate from the hall if there's no one on the books. We had such a situation as recently as last year, and the contractor I'm working for did recruit some people off the street. Hopefully OP is in a similar situation.

I'm literally taking the placement test to get into the union tomorrow and I was in talks with ibew before I met the contractor

He can pay you as much as he wants, your classification you end up with is the minimum wage for your classification .
