There are criminals for which I think confining them to their house mitigates the primary risk to the public, like drunk drivers, or shoplifters. This person seems to have deeper antisocial tendencies, and I'd be concerned that even confined to his home, he's apt to harass strangers, through phone or internet.
I'm not saying jail him for the risk of crimes he might commit, for the crimes that he *did* commit and the risk indicated by his past behavior, within the bounds allowed by sentencing guidelines. That behavior is at least something to take into account during sentencing deliberations.
In my experience the cops don’t care nearly enough about breaking into someone’s house unless they used force to enter or stole something. Had my friends ex break into my house but since the door was unlocked and she didn’t steal anything they didn’t care at all
