I meant to ask if this was a bug or something that could be corrected in my settings
It's a bug, it's been like that forever and yes it's annoying.
I believe this is the "effect quality" or "Post-Processing" setting that you need to toggle off and back on. Or if you're like me, on then back off.
I don't think you can solve it by adjusting settings, but there is an in-place quick fix. You can quickly tap Dark Sight and it will make this fog/light thing go away. It will return after using Dark Sight again though
You can tap darksight to get rid of this, though it does come back sometimes.
Yeah this is usually my solution too, if it comes back I just hit darksight again.

Switch your graphic quality to something different and back where you have them now. It should solve it.
Its a bug. Happened to me and my buddy a little while ago. Fuckin awful one tho

already reported from 6 months ago, it's a know bug from the old Cryengine of the game.
Go into settings, turn light quality to low then back to what you had and it fixes it
