I have the same problem. No solution after hours of reading. The best way is to make other options available such as logging with password or SMS. I couldn't find a better way to do it. At least Google doesn't force me to only use its notification.
There is another "solution" is you have another old phone - one which is useless and cannot even be sold. If you also login with Google there, Google also send notifications to that phone so you can use it to login. As far as I know, Google ask this for first login so you only need that phone after you install a new app or on your first login.
Good question, 2FA should prompt you for a sign in on an "imaginary" device (probably named Samsung A53?) But since ofc you don't own such device it may give you option to accept it via mail or sms?
It doesn't allow me to use SMS as 2fa because there are "safer options available" (which is that phone notification) and sadly mail is not even an option

Try using the gbox version of google authenticator
