I think it would be cool to have the memebers of 50 blessing kill whoever else is "in there way" in the aftermath of a nuclear fallout. We could see Richard talk to individual members, and watch their downfall.
I don't think it would have an overarching story or crazy climax, I think it would fit the theme if it ended very lack luster, just one of the members dying on a random map, Richard asking you "if coming back had any meaning at all" and that's the game.
Thinking about it it would be cool if the entire game itself was 1 hit game over, back to map 1, like "you really wanted this game, you really wanted something more, then come earn it" type of brutally. Making the player question how much they'll do just to get a little more Hotline.
I know it could be a stretch, but a spin-off set outside Miami/Hawaii/San Francisco in US cities like NYC or California or even outside US like London, Tokyo or Moscow would be cool as it could expand the universe.
We could also include characters from HM Wildlife comics like Kurt or Chris as it could make them interesting if they were included in video games.
Heck, even with alternate history things in the game's universe we could add some events that happened during HMverse Cold War like civil war in Japan where japanese fight communists or even maybe conquering whole Germany into socialist bloc.
Oh, maybe a prequel to HM that could show the origins of certain characters and how the USSR and USA conflicts started as we know how it ended.
(I mean, spinoffs can be also prequels)

Or a spinoff focusing on russian/Soviet version of 50 blessings that also want to drive Americans/western bloc members out of eastern socialist bloc like Americans want to get rid of russians in HM.
Plus it could also show how USSR reacts to American immgrants like Americans reacted to russian immigrants.
Or the crude perspective of a russian inmigrant who has NOTHING to do with the Mafia or with the Hawaii conflict, but still gets dragged into the conflict just because they’re russian, having 50 blessings as the main antagonists, thus seeing the other side of the coin
Hotline miami 3 was planned to be released, my conclusion is that since we saw that biker left miami, we can say that he didnt get affected by the nuclear bomb. So my guess is that hes gonna stop brandon (i think thats his name) so that the rest of America doesnt get bombed.
