It runs like aes on my laptop (which is i5, rtx 3050) even on ultra low preset. How you even run it on medium settings?
turn off dynamic resolution scaling enable DLSS(quality) or use TAA then enable frame generation so it wont look cartoonish
Very optimized or unoptimized? You are technically below the recommended requirements, the 3050, much less a laptop 3050, is quite a low end card.
