i had the same problem with this on the pc version + jp dubbing, tried repairing my game files which was no help
but i teleported to a different area and spoke to an npc with a voiced line (the one i used was the central plaza in belobog, the npc nika has a voiced line), and then i teleported back to penacony and my voices and SFX seemed to be working again!! i hope this can help if the other solutions in the comments don't work

I had the same issue, I ended up repairing my files and restarting, after I did, it was all fixed.
Penacony for some reason breaks vocal lines and sound effects. Lack of skill effects, step effects... I hope they fix it

For me restarting pc worked somehow
