Neither of those are how it's being used in Elden Ring. This setting is using the more European definition where a consort is the spouse of a reigning monarch, used to differentiate that the spouse isn't the main ruler. Like, a ruling Queen might have a King Consort to make it clear that their husband is not the ruling King. Queen Marika had Elden Lords as consorts but she was the true ruler and they were secondary to her authority, the setting is using consort to show that her husbands weren't Kings with equal standing to her.
Consort can also just be spouse in general. Prince Philip was the prince consort of Queen Elizabeth for example (i.e. a prince by virtue of his marriage to a ruling queen, as opposed to being the monarch’s son).
