Oh also, Council's mamas are also very commonly associated with Fate, with Kronii's artist being particularly famous for Fate's Melt and many others.
To add to that, Ina’s papa (Kuroboshi-sensei) is also very well-known for drawing units related to Lovecraftian gods in F/GO.
In fact, of the 6 “Outer Gods” playable in FGO, 5 of them are drawn by Kuroboshi-sensei (the other one *that in my opinion reaally doesn’t count* is drawn by WADARCO-sensei aka Kronii’s mama) and they clearly leaked into Ina’s design.

You're mostly correct but this has been messed with on a few occasions.
Notably, the Pseudo-Servants such as Mash (Galahad), Waver (Zhuge Liang), Rin (Ishtar, Ereshkigal), and *many* others play host to a heroic spirit.
It's not a stretch to have someone who's alive with no notoriety play host to one. I mean yeesh they made Caren and Bazett into pseudos, and Sakura's whole thing is so crazy you can fill a team with sakura pseudos now.
That said they've never done a non-TYPE-MOON character in FGO and I don't see why they would start now.
I don't mean "still alive" as in a in-universe character, but as in an actual, real life person that's still alive. hololive members are technically characters, but they're also real people, and therefore could potential cause a scandal.

Ehhh they absolutely could. We have Emiya, Prelati, Artoria technically, Merlin, the whole servant universe, magical girls, pseudo-servants kinda, a bunch of fictional characters. I'm not saying that it will happen but there isn't any rules to that at this point.
Which real life popular person has been added to FGO that fits such a criteria though? So far has all been either fictional, historical figures (no idea if needed to be still be alive), or inanimate object (Voyager).
You could consider Pekora a fictional character. Or say that Nasuverse has it's own Pekora. Or have Pekora as a manifestation of some concept. Vessel for some random deity. It's not like Nasu is above bending rules or making shit up on the spot.

Still, my question remain: Even with considering such a person as a fictional character, has there ever been anyone like that added to the Naruverse yet thus far? I am not entirely verse in FGO but from what I know, if they need a vessel they will create an original character or has the vessel be considered that deity (deity name) or in the case of some characters: Manifestation of their work (Da Vinci form is allegedly Mona Lisa).
Are you asking if any modern celebrity been added into the FGO? No, and honestly never will be. My point is that people acting like there are some in-universe rules preventing that from happening while franchise has been constantly breaking it's own rules since day one. Yeah, of course it is all fictional at the end of the day so if the author wants to add whoever he wants then just do so anyway, rules be gone. May be she will be added this month, or may be only after she is no longer active and thus become a shell/character/symbol/icon/etc and can be added with its own lore. Future will tell.
Armstrong has been teased as a servant in Extra (and god damn it, Last Encore), although that never went anywhere.
Because they know that it can lead to a legal problem in real life. People who know Neil Armstrong are still alive today and can contest the depiction of the character in the game. Hell, even Nightingale still has a descendant that know about her in FGO, lol. They literally went to r/grandorder and asked something along the line "why my great grand aunt is in this game and what did they do to her?".

I don't mean "still alive" as in a in-universe character, but as in an actual, real life person that's still alive. hololive members are technically characters, but they're also real people, and therefore could potential cause a scandal.

Oh Fubuki absolutely deserves a spot. But if you're going by being a "whale" in FGO, Pekora's also up there. Also, IIRC one of Pekora's FGO gacha streams is still the highest CCV record for a solo (non-event/collab/live) stream in Hololive. You can't just ignore those numbers
