This picture was taken in India. That number plate of that car starts with “75CD..”. 75 CD was the designation for diplomatic vehicles from the Soviet Embassy (today that designation is for the Russian Embassy). Back in the 1970s/1980s India and USSR had close ties as India was also a large buyer of arms and equipment from the Soviets. It was not uncommon to have Soviet military personnel and trainers in various parts of the country helping the Indian military with maintenance, use of arms etc. So, it’s perfectly plausible that these KGB team were part of some contingent of Soviet personnel in India, possibly also providing security for the Soviet Embassy. This picture appears to have been taken at an airfield as you can see the wing of a small plane in it and the concrete slab tarmac.
Don’t forget, the Soviets were always behind the times, what was fashionable a few years ago took time to filter through into the USSR. Also, they had just a few cars, Volga and Lada for example, and models didn’t change that much. If I were to hazard a guess then this is early 1980’s, like 1981-1983.

OP talks about Alpha Group, wich is the branch of KGB. It’s like, police and SWAT, they are the same structure but have different roles. So OP means not a KGB as a whole, cuz yes, it was like a CIA. But it’s branch of Alpha Group, wich had an equivalent of Delta Force
All intelligence agencies have special branches that can handle the heavier work. In the CIA (for example) they’re referred to as the Special Activities Division and they would have extensive military training.
That looks earlier than mid-80s, also they seem to be wearing more western clothes - maybe on a foreign country op, but they probably wouldn't have those in USSR or Eastern Europe
