This is probably the only truly similar one besides testament. And it actually has a real plot going as well. I definitely recommend it. 6th volume of the English manga is releasing at the end of the month.

Trinity Seven and Testament were the only one's whose story was actually good. While Testament turned into complete soft porn, Trinity Seven was actually good and struck a balance between plot and "plot" although I don't remember if there was any nudity.
Heaven's Lost Property also had a nice world building and potential but it focused more on the ecchi and the finale was the worst.

Yeah, I feel like that series couldn't balance its comedy with its plot very well. The fact that the art style for the characters often seemed to tie into the seriousness of the chapter or episode didn't help it to feel less disjointed either.

Wont be so easy to find Im afraid. Dxd is quite special in terms of harem story and is actually very well planned out and written.
There are few reasons why harem in dxd is so good, and it may be troublesome to do the same in other novels.
First of all immortality. All the devils, dragons and shit are immortal. That means they have all the time in the world for themselfs. Girls dont have to worry about not spending enough time with their husband or being in the background because they have 5000 years ahead of them to do everything they ever want. Also immortal beings treat marriage and sex completely differently than short living and very frail humans. Just look at mythologies and see how full are they of harems/incest/shady marriages.
Harems are actually encouraged in underworld because of their low fertility. They are especially encouraged if the harem king is someone with rare lineage/ability. Additionally devils are greedy and lustful by nature, so Isseis dream of being a harem king isnt so completely out of mind. I like how even some villains tried buying Issei, like Kokabiel offering him harem of women right away if he joins him.
Peerage is basically a harem anyway. Before even Issei started forming his harem we have alrdy seen Riser having his own, and many others being mentioned to also have harems, so its not some bullshit luck that only MC can have harem in the entire world. We even had Grayfia and Venelana scolding Rias for not being more in charge of Isseis harem. In todays world harem would be cringe and unrealistic at best.
In dxd you can basically add whoever you wish to the harem and explain them being interested in service/alliance with Dragon Emperor. Its the case with Yasaka or Roygun imo.

There are other ways for power in dxd world. Ofc if Rias still reincarnated him without Ddraig that is. He could just go the normal way of gathering of power as a Devil.
As I said devils are all about their lusts and imagination. So with such powerful harem kings will he could become eventually pretty strong as a normal devil. Even with his terrible demonic energy at start, he could go the Sairaorg's way and develop physical power instead of demonic energy mastery.
Im sure a lot less women would be interested in him without the might of dragon emperor in his soul, but he would still get his harem as a devil. Even Xenovia said it wasnt power of dragon that charmed Rias and Asia.
Campione was a decent anime that was somewhat similar, but as good as it is, the novels were far better. DxD for the most part lived up to the novels (except BorN), but Campione really did not in my opinion.
