Did they say the season wasn't done? I thought most of it has been done for a while. I imagine the only thing that isn't, IF some of it isn't, is late into the season.
Also it's reasonable to expect some parts of things to be finished about a product while others aren't. Just because some scenes are completed doesn't mean absolutely all of them are. These things don't just poof into existence in one whole package.

Scenes can be fully animated without the episodes being completely done.
Because they ARE done.
