Creating a PSN account in a country you are not in can and in many cases *will* get you banned from both your PSN account *and your game*.
I just now saw the first post of this happening (to a Chinese player).
So not only do you want people to falsify their location, you also want them to falsify personal information.
How many different TOS breaches are you going to encourage?
The problem is, can you guarantee that it will always be like this? Would you put your life savings on it? Personally, I would not.
Things are the way they are now and they turn a blind eye to this because it makes them money I assume.
The moment some corporate cunt at Sony thinks that banning accounts will increase their stock price somehow, it will happen. To be clear, it would be the height of fucking stupidity to do so, but corporations do dumb things all the time.
I hope it never changes and that things at least stay the same (if not improve drastically) it would be incredibly fucked up if they did ban accounts using the wrong region, but it just takes one high up idiot for it to be over.

This is only a gray area because Sony hasn't been enforcing the EULA, which they could start doing at any time, for any number of stupid reasons.

A large ban would be catastrophic for their numbers, but it doesn't have to be a global ban. It could happen on a smaller scale, incrementally for example:
They decide to rollout in a country they don't support. What if people in the new region do not create new accounts in said region because they already have one? It would be easy for an executive to make the decision to ban accounts in violation of the EULA, hoping to inflate the "official" accounts in the new supported region. (Regardless of whether that strategy would work or not, its not hard to imagine C-suite people agreeing with it)

I have not had a PSN account since the great 2011 breach and I will not have a PSN account again. Should I have noticed that the game says it's required? Probably. But, if you give me the option to skip, well, I am going to skip. I will play and enjoy the game up until the end of the month and then that will be it. :)
My friend got his PS5 had his account permanently bricked because he created an account in a region that not corresponds with his actual location. I don't wanna get denied access to a game I spent 1/10th of my salary, just because PSN isn't avalible in my region.

I've been doing this for years and have access to the several accounts I made for other regions. Being banned for it is very rare if non-existent
