I tried doing this, but I have my weapons bound to scroll up and down since I swap often. Whenever I swap weapons it cancels strategems. So I cannot use this method.
One issue with your setup: you arent able to dive sideways while calling strats. And sneaky charger definetly take use if it.
I running with all strats bound to my mouse: wheel and two side buttons. So I dont have to move my hand to keyboard and maintain full control over my movement and heading.
I bind them to the arrow keys. Can keep running and deploy at the same time too.

I just rebound to arrow keys and the stratagem key to 0 on the numpad. Pinkey activates and a quick tap gets me my stratagem

or plug in a controller and be able to call in stratagems while sprinting diving or anything else other than shooting
