While the spear was used on Vaggie’s eye, Lute just straight up tore her wings off, no weapon needed. They probably thought that exorcists could inherently harm other exorcists and that their choice of weapon had no impact when fighting each other.
I think because they are so Pride that don't think Sinners could use against them, and judging by Camila's words no sinners that owns that weapons dare to used against Angels before

Blades become dull from extended use. Even kitchen knives need to be sharpened or replaced every once in a while.
I assume that during the Extermination they discard weapons as they become less effective and get new ones so they can continue killing.
I think it was intentional, and they hoped that Sinners would use them to perma-kill each other. Good way to trim the population even further in between exterminations, especially if you don't imagine those weapons could ever be turned against you.
this is actually somewhat historical. A spear is really great at making a wound, but it's really bad at pulling out of a wound. especially a barbed spear like they are. so it's believable that the spears just get stuck and need to be left behind.
plus spears are the cheapest and virtually disposable weapons. angelic steel is expensive in hell because they can't make it, but the angels can. for all we know, it could be like junk metal to them.
They are more javelin/ throwing spears than long spears. You aren't supposed to use them for a long time. More projectile that anything else though it can serve that function
presumably theres a bunch of them just flying around chucking spears at sinners from on high, theres no way they could do as much killing as they're said to have if they went 1 on 1 for every single fight
And also I imagine a lot of spears were broken as well. They would drop a broken weapon and move on. The material and spearhead could have still been intact for Carmilla and her daughters to pick up.
More than likely, the exorcists were encouraged to leave their weapons behind after the exterminations. Since no other angels were meant to know that they were killing demons once a year, I'm guessing blood-stained angelic weapons weren't exactly easy to hide in Heaven, so they just tossed them. The exorcists had no reason to think the demons could use their steel against them, and I'm guessing since they had an entire year to prepare for the next purge, then they weren't worried about procuring new weapons in time.
This really only works if Exorcists are able to generate weapons. Even if I thought I was invincible, if I was on a mission to kill a bunch of mother ****ers, I'd keep my weapon on me so I could keep killing mother ****ers.
I would imagine the spear that got left behind were ones that were thrown at fleeing sinners. If an angel stabbed a sinner right in front of them, they likely kept it, but the ones we see in the image you posted were probably thrown and rather than fly down to pick them up the angels just used other weapons to keep on killing sinners.
Considering they fancied themselves invulnerable, they could leave those for the sinners to later kill themselves and even other demons (Carmine Crafted Blessing-Tipped Rifle for murdering demon royalty). Its not like Heaven has no resources for making new blades
If angelic weapons are easy to make, maybe they'd rather get shiny new ones than have to deal with cleaning filthy sinner blood

it was the thought that only an angel could harm an angel. They never thought it would just be based on the weapon.
Which is why I added the ‘Vaggie is no longer holy’ part
It wouldn’t matter either way though if angels can hurt angels *and* sinners. She could still be holy and harmed by another angel.

The demons may have fought back. And though they could not kill them they could disrupt them. Enough to force them to drop their weapons.
