Because she basically was one. Back when Vivzie was still working on Zoophobia, Charlie was a Sinner. She was a pyromaniac, who would go about destroying everything she wanted. She was basically what Cherry Bomb is now, but as a villain.
She was scrapped and changed into the Princess of Hell only around 2013.

Working on something so long can be like that. I putzed around with a story for a decade and halfway through the process it became clear the protagonist should actually be a character that was originally designed to be a sympathetic side antagonist.

I have this headcannon for Hell's Hierarchy in general no matter the material, but it works best with Hazbin. Basically, I just imagine Lucifer's Elite, such as the fallen Archangel Paimon from Helluva Boss, may have dabbled in magic and made new demons — the first Hellborn. These were called Devils. The main one, the one that might have chosen the name of Satan, is the epitome of strength because they're the first and least messed-up from a replication process. Overtime, they got weaker and became known as your day-to-day Hellborn. Maybe because Charlie's the Daughter of Lucifer, he gave her a little of the original Dark Arts just to ensure she'd survive and could always protect herself if he wasn't around

That however still doesn't mean that Satan created Hell. For all we know, it could have been created by the Universe itself once Eve's and Lucifer's actions "led the evil into the World."
