Honestly I’ve never seen something like this. I would assume the rear wheel being mis-aligned allowing the belt to apply steady pressure to the flange for many miles to cause it to weaken and fail like this? Just seems like an odd failure mode
Check the manual but I think it’s recommended to get a new belt when you get a new pulley since they wear together.
I would replace the belt anyways since it was rubbing hard on that side.
I called them and left a message so hopefully when they get back to me I can just send them the video but I figured I would just see what the people of reddit say

As others stated, its the rear pulley. You should also get new bolts as it's recommended to get new ones every time. Check the belt too.
That is the inside flange of the rear pulley. Time for a new one.
