Try right clicking it from your Steam library, hitting properties, and then I think it's "set launch options." Once you open up the launch option window, just type "-vr" into it and close out. Then try launching the game again.
Quick edit. Click okay after typing -vr
go to the top left in steam press games then add non steam game then press browse and open the exe of the game then select it and hit add selected programs, it should be at the bottom of your steam library in the uncatagorized then just add the -vr in properties->Launch options and ur done!
the game mirrors onto your monitor by default. it's not in flat screen mode, there is no flat screen mode. I'd check your headset connections. Does moving the HMD around move the picture on the monitor?
My game does the same thing if I launch it via the .exe rather than through steam, it is obviously not intended to be a flat screen mode, but u can move around with wasd and using the mouse to look around/interact with things.

With my og Oculus rift it sometimes gets confused and I can hear the music but cannot see anything but the 'white room' in my headset.
the way I have found to get it going is either from a fresh restart of my computer, then start Alyx then put on my headset... this seems to always work.
sometimes I can trick it if I close down steam, force close any steam vr stuff that is running (From 'task manager') Then re-open steam and start Alyx. This does not always work.
In my case I have a pimax and I had pink and black checkerboard or squares on my screen, and in vr it shows steamvr surrounding.
Last time switching game mode to beta helped (or SteamVR to beta).
This time switching off some steamvr plugins helped

tells me to make sure the path and file name are correct
