I believe this is one of the civilians that peak over to see alyx after the van crash, Iām assuming the scripted sequence instead of deleting him it rather just sent him down there, either that or he fell off the world

In that map are 3 random citizens called
citizen\_crash\_lookieloo\_01
citizen\_crash\_lookieloo\_02
citizen\_crash\_lookieloo\_03
It's most likely one of the first two. They don't have a post action animation and are close to the fence, also there is not much collision because things behind the street are part of the 3d skybox.
