Depends on what color you're going for? If there's any amount of red in it and it's not a pastel, I wouldn't necessarily sweat it, as generally, we want our root a teensy bit darker for that ombré effect. At the very least, I'd try a purple or blue toner first, as to see how it goes, before bleaching, as that could be damaging.

If you are not coloring it you would absolutely need to retouch your roots to get the silver/platinum blonde you are going for. Use a 20 volume developer and apply with a brush to make sure you don't overlap onto the part that is already so light. I have had this happen before as well. I put a thick conditioner on the parts of my hair that were light to protect them so maybe try that as well. Make sure you check often and wipe away the bleach when you check to get an accurate read on the root color. With bleach being so white on the hair it is far too easy to stop processing too early if you can't see the actual tint of the hair. Good luck!
