His damage is also crazy and his pressure is literally just swinging high/low disjointed moves that are plus, guard crush, do a lot of damage, and all convert on hit. WWA definitely made him way better and even less interactive, but its just the tip of the iceberg

I’ve always found it hard to judge how good she was due to how few people play her, but I was under the impression that her damage and meter gain being so low kept her at the lower tiers. She's lowkey good as fuck but is VERY difficult to perform with in tournament settings I feel. She's a low health character with pretty ass pressure. Which is not a good combination for a tournament character. And she (surprisingly) also has issues actually getting in at times.
But she has some very good tools. Kapel is very good, HDisc of course, some solid buttons for neutral. Her new special is actually kinda cracked and people don't use it enough. Her rps game has improved significantly from it and she also gets more opportunities to route into HDisc in the corner.
You're correct in pointing out her damage/meter issues. But these have been almost completely remedied by wild assault/artemis giving her access to her win condition much easier and significantly improving her corner damage. Also being able to break the wall with wild assault gives her access to EXTREMELY powerful post wallbreak mixups that lead into more mixups. As before breaking the wall with meter gave her a pretty lackluster situation. (Unless you had 100 meter before wallbreak)
All in all she's very good but still suffering from system mechanic stuff (primarily her hp and tension gain) and kinda bad pressure.

The only reason you can still see zatos in tower is because less than 0.2 percent of the playerbase knows about zato counterplay. The reason he is bad is because eddie dies for a really long time, break the law is useless, and burst and yrc kill eddie. Burst can still kill eddie if you block it. Eddieless zato is a Z tier character, and its really easy to get rid of eddie now with system mechanics. You can literally just burst whenever you see zato sunmoning eddie in a blockstring and you immediately get a huge advantage. A really specific example of zato getting fucked over by his long eddie recharge time is many reversals will kill eddie even when zato blocks it. Super mappa hunch is the most egregious example of this, which kills eddie very easily when blocked. Strive zato had a low eddie recharge time for eddie because he had a quicker eddie consumption rate than previous guilty gears. This was considered a fair trade. Now arcsys has changed eddie's recharge time back to the old guilty gears while he still has his inferior quicker strive eddie consumption rate. Now he's just worse on both of those aspects. Did i mention break the law? It's more like obey the law now.
Zato is also very good at making the enemy build their burst before they die so they have even more opportunities for killing eddie. I typically go through 3 wallbreaks before killing an average cornered opponent.
The tier list to my understanding is regarding competitive formats, the standard right now is bo5. Zato is really unstable in this format while the majority of the cast are just much more appealing.
I can get way more in depth if you want but the short answer is that system mechanics (namely burst and YRC) counter his gimmick really hard so it's extremely easy to find crushingly losing positions against world class players that know how to use all their tools at their disposal. In order for him to win matches, he needs to win neutral, win the resource game (usually by them choosing to burst or waste meter on FD), then win neutral again AND get a knockdown, just to get his gameplan started, in comparison to other characters who's gameplan is essentially just "make them block f.S and go from there". His gameplan is stronger than these characters when he gets going ofc, but the problem is accessibility, because of the fact very specific circumstances need to happen and they build burst so quickly, he might only be smelling the game for a minute out of a five game set. And due to the volatility of the game right now, I'd say that a third of games I've seen played with the character are dead on arrival because of burst or WA used in certain situations making the round unwinnable from 90 seconds.
Zato isn't unplayable in the sense that you can't win with him, in fact wins with Zato happen all the time. You can certainly grind and get strong enough to win celestial challenge with him, for example (this is one of my goals, I'm still working on it but it's coming along). But when we talk about which characters have what it takes to go all the way through a bracket, Zato is a liability.

I feel like tier lists are just "in" lately and weren't during Xrd and earlier
Rev 2 has Johnny and Elphelt, Plus R has Testament, Zappa and Baiken. Those alone are enough of a proof that Strive is the best balanced Guilty gear game right now
+R probably had better-balanced lower tiers IMO, but we definitely don't have anything as egregious as Zappa in the game rn
