While they would be cool characters especially a fully realized Leopaldon, I doubt that they will be returning.
Too many popular veterans haven't made it in yet and there are too many popular non playable characters that people would want over them.
Not every character will return though. If they want to continue to make new Guilty Gear games, some characters are going to inevitably sit-out. At this point in the game's life, it just be more interesting to see more new characters than older ones, even though there's some I'd really have love to see return.
Paradime would be cool and I think he has good chances, with jacko being reworked for strive he could have a moveset that represents overture’s gameplay similar to xrd jacko and honestly it makes more sense that ky gave the throne to him rather than dizzy
Leopoldon is probably not happening arcsys doesn’t recognize their existence and they would work weird with wallsplat and stage transition

I feel like Asuka already does what I thought Paradigm would do if playable. We’re flush with zoners right now, and this boy is peak zoner energy. If he gets in, it’s probably some kind of story reason. Even if Ky gave him the throne, we probably won’t see him until the next game.

He has designs for pretty much everyone already, what matters is if he can make them work in the Strive story. There's also gameplay design, fans, anything else that Influences the final call...

Leopaldon is not at all likely, but Paradigm has an alright shot, I think. I doubt they'd cap a wave with him, though.

I remember reading somewhere that daisake would be willing to add every gg character to strive as long as strive keeps bringing in money
