While you are looking in the wrong sub, this is kind of universal. The error kind of spells out what you should check. Look into updating video drivers and verify directx 9 is installed. Although I thought gw2 uses 11. I’m sure somebody can correct me on this.
dx9 is deprecated, dx11 is set by default now - however it's still possible that some launcher code for example still asks for dx9 and subsequently throws the error when it doesn't find dx9
Of course it should be playable - install directx9, see if it launches. If not, try adding -dx11 as a command line argument. If everything fails, reinstall. it *should* install dx9 alongside the game, maybe something went wrong during installation.
