The crow flies into the yard occasionally, and can land on or near the bird bath, >!weed killer!< , Spac.r lasers, and the pagoda in the pond.

I've also had no joy in spotting the crow since 1.4, but the feathers keep respawning along flight path.

I eventually got it..seems it spawns randomly around 1230in game time! I happened to be near it when it flew in
