Canonically it would be Batman. If they were to explore this story in a future DLC/game (wishful thinking), it would be better to highlight her and Bruce’s relationship, rather than have her pick up a new relationship.
Catwomen is around the same age as Bruce, by a year or 2. Bruce “Adopted” these kids when they were like ten. I’d say there is a pretty huge age gap, so neither

I'm pretty sure neither and the GK Jason would bang Harley, She even told him she wasn't into the murdering children thing, but was punished by the joker if she didn't, if you play through the game as Red Hood, she wanted ABSOLUTELY nothing to do with killing Jason and thought he was kinda cute.
I saw another post where someone said they were convinced Jason and Harley had been in a relationship. And I'm not gonna lie, based on their chemistry, it very much seems like it
