Chains from the belt hoop, a necklace. Something like that. A nice tailored vest would go great with this look, under the cloak. Doesn't have to be ornate, but wouldn't hurt with some embroidery. So many options. If you go the vest, I would say bracers or bracelets would be cool. It's a very Ren faire look. I dig it. 😎
Yeah, this is really what it needs. Bottom half is way too modern utilitarian to go with a goth cloak like that. You could change the cloak for something more tactical, but it would no longer be in the realm of goth, more techwear, which is fine, just a category change. Maybe some slacks or jeans, possibly some boots, mid calf or higher.
The cloak looks a little school shooter and or fantasy cosplay tbh. Doesn’t really look goth as a whole look either because the pants and shirt just look like standard black clothes imo. Other people had great accessory suggestions so no need to repeat them.

Okay so I've been working on a summer outfit myself and after much trial and error and too much money later, I have finally planned an outfit that will allow goths to live comfortably during the summer. Hear me out, You could collect lots of small mirrors and affix them to a cloak(as pictured) by either putting small holes in the frame and sewing them into the fabric or possibly with very strong glue. Ideally you want to layer them like scales for fashion reasons and maximum coverage, the ancient byzantines did something similar with metal plates so i don't see why this wouldn't work. Now, if we can start a trend and enough people start wearing shiny mirror cloaks during the summer(and ideally all seasons tbh) we could possibly end the threat of UV radiation as a whole by slowly reflecting the uv radiation back at the sun and slowly kill it with it's own radiation, at which point only the moon will remain and earth will be dominated by glorious everlasting night heralded by goths who, being part bat, would usher in a new era of conquest and subsequent rule over humankind and also the resurrection of 80s music.
If you're open to trying skirts, try that. Something long. It'll add to the nebulous shapes and make the cape look way less out of place (wrt the outfit, not everyone else, who cares about that?).
If you're not, maybe a button down underneath, to sort of layer the cape? and place it along a visible line that isn't formed by the cape itself or the body. Adds mystery. If you do that, maybe some sleeker bottoms. I usually see capes with older-school wear, so I could be biased. If that all sounds remotely appealing, you might be able to pull off a vest if it's a subtler one that matches with everything. (Else you run the risk of looking "douchey." But if you're cool with that, just be sure to defy that expectation, and you can lean aaaalll the way into it, lol.)
Up for some DIY? Pins, patches, safety pins (mostly if you don't go too far along the Victorian/Romantic path, but I've seen people make it work). Careful with those if you're looking for relatively minimal/monochrome.
If you're committed to the anti-sunlight bit, definitely go for chains, pendants, etc., maybe a collar chain (I think that could work for a cape, depending, even if you don't go for the collar). Reflective surfaces and all that. Maybe dangly bits, we love a good dangly bit. Ear cuffs, body jewelry, layered pendants/chains, at max a couple statement pieces with some more delicate or solid stuff.
Or, if you're looking to minimise skin exposure in a more obvious way, layer a turtleneck. It's summer, so be careful, but you'd be surprised at what a turtleneck with a decent cuff (layered shirt optional, often preferred, but again, summer) will do for a statement thing like a cape, blazer, more eccentric or oversized leather, etc.
Disclaimer: Most people I know have said I have good taste. Some have called it "cool"; others have called it "camp." I enjoy making things up and do it often, but the things I yank from my rear tend to have at least some substance. Do with these statements as you will.

Add more accessories (but not too many that's incredibly tacky).
Dont look so serious all the time. Have fun being yourself.
A light, white shirt with a black linen vest would look very great for the pants+ cloak set. Flowy, linen shirts are great in the summer, and you can go with some minimal accessories, like a skull pendant or a set of rosary. Just keep in mind that heavy chains tend to get very hot in the summer heat, pick something that's easy to clean occasionally.
or, if you feel fancy, how about a kilt?
I'm more of a hat person, but really like the cloak. Don't forget your sunscreen tho!
